यह तुलना Tricity में क्यों मायने रखती है

Online मिलने वाली ज़्यादातर petrol-बनाम-EV तुलनाएँ fuel और बिजली के national averages इस्तेमाल करती हैं। वो ग़लत नहीं, पर वो आपकी नहीं हैं। Chandigarh का domestic बिजली tariff — JERC के पाँच-साला order से, 1 November 2025 से लागू — tiered है: सबसे कम slab पर करीब ₹2.75/unit, 151–400 units के लिए करीब ₹4.80, और 400 से ऊपर करीब ₹5.40। Mohali (PSPCL) और Panchkula (Haryana) भी करीब ₹5.40/unit पर हैं। सबसे सस्ता slab चुनने के बजाय यह article हिसाब एक ईमानदार all-in rate — करीब ₹5/unit — पर लगाता है, और फिर भी एक Tricity commuter के लिए साल-एक के नंबर, रुपया-रुपया, EV के पक्ष में रहते हैं।

Vehicle B: एक low-speed electric scooter — यानी वो class जिसकी top speed 25 km/h या कम और motor 250 W या कम (continuous rated) हो। Commuter तुलना के लिए यह everyday step-through class है: करीब Rs 45,000–60,000 का typical price band, जिसके examples (across brands) में Hero Electric Flash LX, Deltic Costa और Zelio Gracy i शामिल हैं। यहाँ क़ीमतें indicative bands हैं, exact ex-showroom figures नहीं, और brands सिर्फ़ class के उदाहरण के तौर पर हैं; final on-road pricing locally verify करें।

ये दोनों categories एक ही काम के लिए हैं: रोज़ के छोटे शहरी सफ़र 20–40 km, grocery, school drop, college commute।

साल-एक की लागत, line by line

Purchase और on-road costs

एक petrol 100cc scooter पर सामान्य on-road additions लगते हैं: RTO registration, road tax, और mandatory third-party insurance। ये मिलाकर आमतौर पर ex-showroom price पर Rs 5,000–10,000 या उससे ज़्यादा जोड़ते हैं (current figures के लिए dealer और Chandigarh/Mohali/Panchkula RTO से confirm करें, क्योंकि registration charges हमारे verified data में नहीं हैं)।

एक low-speed electric scooter जो दोनों शर्तें पूरी करे — top speed 25 km/h या कम AND motor 250 W या कम (continuous) — CMVR के तहत RTO registration और road tax से exempt है, और इस पर mandatory insurance की ज़रूरत नहीं। यह छूट तीनों Tricity jurisdictions में confirmed है: Chandigarh (UT), Mohali (Punjab), और Panchkula (Haryana), हालाँकि day-to-day enforcement थोड़ा अलग हो सकता है। नतीजा सीधा है: total on-road cost = ex-showroom sticker price। खरीदते ही उसी दिन चला सकते हैं।

CMVR से एक ज़रूरी चेतावनी: सिर्फ़ speed छूट तय नहीं करती। एक scooter जो physically 25 km/h पर capped है पर जिसमें motor 250 W से ज़्यादा है, अब भी registrable motor vehicle है। ख़रीदने से पहले हमेशा spec sheet पर motor wattage confirm करें, सिर्फ़ top speed नहीं। इस category में यही सबसे ज़्यादा ग़लत समझा जाने वाला point है।

बचा हुआ mandatory insurance करीब Rs 1,500–3,000 सालाना है, और registration/green-plate का मामूली एकमुश्त खर्च भी बचता है — ये बचत एक किलोमीटर चलाने से पहले ही साल-एक में जुड़ जाती हैं। (Tricity में EV पर road tax registered होने पर भी Rs 0 है, इसलिए यह low-speed-only बचत नहीं।)

Insurance पर: CMVR-exempt low-speed scooters के लिए mandatory third-party cover legally ज़रूरी नहीं, हालाँकि MV Act की कुछ interpretations अलग कहती हैं और enforcement बदलता है। Voluntary cover उपलब्ध है और किसी भी हाल में लेना समझदारी है। Current position local RTO से confirm करें।

Running costs: fuel बनाम बिजली

यहीं local tariff असली कहानी बन जाता है।

Petrol scooter (100cc): charging-cost data (manufacturer + EV India guidance, June 2026) के मुताबिक़, जितनी दूरी एक low-speed EV एक full charge में तय करता है, उतनी पर petrol का खर्च करीब Rs 150–200 बैठता है। साल भर में, करीब 25–30 km के मामूली daily commute पर भी, fuel की लागत तेज़ी से जुड़ती है।

Tricity में low-speed EV: एक full charge करीब 2 units बिजली लेता है (verified charging data)। करीब Rs 5 प्रति unit के ईमानदार all-in rate पर, एक full charge करीब Rs 10 (Chandigarh के lowest slab पर हों तो कम)। करीब 60 km range पर फैला हुआ, per-km running cost करीब Rs 0.17/km बनता है।

एक ही तुलना में रखें तो: जितनी दूरी petrol में Rs 150–200 की पड़ती है, घर पर charge करने पर बिजली में करीब Rs 10।

सालाना बिजली की लागत — worked example

मान लें रोज़ 25 km, साल में 300 riding days: यानी सालाना 7,500 km।

Rs 0.17/km पर (करीब Rs 5 प्रति unit all-in): करीब Rs 1,275 प्रति वर्ष charging cost।
7,500 km के लिए 100cc scooter में petrol-equivalent (मान लें करीब 50 km/litre और Chandigarh में petrol करीब Rs 94–96/litre — current pump price locally verify करें क्योंकि fuel prices हमारे verified data में नहीं हैं): मोटा figure करीब Rs 14,000–15,000 प्रति वर्ष। इसे order-of-magnitude estimate मानें; नज़दीकी pump पर current price confirm करें।

Maintenance

Petrol scooters को नियमित अंतराल पर engine oil change, air filter, spark plug, और carburettor या fuel-injection servicing चाहिए। ये असली, बार-बार आने वाली लागतें हैं जो साल भर में जुड़ती हैं।

एक BLDC hub-motor electric scooter में moving parts बहुत कम हैं। न engine oil, न air filter, न spark plug। Routine maintenance की लागत कम है, हालाँकि tyre replacement और brake servicing दोनों में common हैं। Chandigarh में petrol scooters के specific maintenance figures हमारे verified data में नहीं हैं; readers तुलना करते वक्त अपने service centre से सालाना अनुमान पूछें।

जो नंबर नहीं बताते

कुछ बातें जिन्हें एक ईमानदार तुलना मानती है:

Range. एक 100cc petrol scooter की fill-up के बीच की range ज़्यादातर low-speed EV models से कहीं ज़्यादा है। अगर आपका daily trip भरोसे से 60–80 km के अंदर है, तो यह practical बाधा नहीं। कभी-कभी ज़्यादा range चाहिए तो है। अपने model की rated range check करें (everyday step-through class करीब 70–85 km rated होती है; long-range / work models उससे ऊपर) और उन figures को Chandigarh के stop-start traffic में असली riding से verify करें।
Top speed. 25 km/h का cap एक regulatory सच है, marketing choice नहीं। Chandigarh की sector roads और colony lanes पर यह चल जाता है। Highway और arterial roads पर नहीं। फ़ैसले से पहले अपना route जानें।
Battery life और replacement cost. Lead-acid batteries आमतौर पर lithium-ion से जल्दी बदलनी पड़ती हैं। रोज़ करीब 60 km से ज़्यादा के लिए lithium-ion ज़्यादा suitable है। Battery replacement एक future cost है जो साल-एक के figures में नहीं आती; ख़रीदने से पहले dealer से expected battery life और replacement cost पूछें।
इस category पर PM E-DRIVE subsidy नहीं। PM E-DRIVE scheme (Ministry of Heavy Industries) सिर्फ़ registered, high-speed electric two-wheelers पर लागू है जिनमें lithium-ion battery हो और ex-factory price Rs 1.5 lakh तक हो। Low-speed CMVR-exempt scooters — इस article वाले — eligible नहीं। Low-speed scooter की value उन costs में है जो वह बचाता है, subsidy में नहीं। जो seller इसके उलट कहे, उससे सवाल करें।

ईमानदार एक-साल का फ़ैसला

एक Tricity निवासी के लिए जो typical शहरी दूरियाँ तय करता है — sector से sector, घर से college, colony से market — low-speed EV की साल-एक economics सच में फ़ायदे की हैं। कम purchase price (कई models पर), शून्य on-road additions, और करीब Rs 5 प्रति unit all-in बिजली (Chandigarh के lowest slab पर कम) — यह combination एक total-cost picture बनाता है जिसे petrol scooter पहले साल में मुश्किल से match कर पाता है।

फ़ायदा उन riders के लिए सबसे ज़्यादा है जो घर पर charge करते हैं, predictable छोटी दूरियाँ चलते हैं, और जिन्हें फ़िलहाल highway speed नहीं चाहिए। अगर इनमें से कोई शर्त लागू नहीं होती, तो हिसाब बदल जाता है — फ़ैसले से पहले इन नंबरों को अपने रोज़ के route और charging situation पर दोबारा लगाकर देखें।
